Yesterday, the Victorian Government unveiled Victoria’s new Roadmap to Deliver the National Plan. The Roadmap is set against vaccination targets, aligning with the National Plan to transition Australia’s National COVID-19 Response. The settings below are indicative only and subject to change:

REGIONAL VICTORIA

Phase A – 80% of 16+ with single dose. Indicative date: September 26th, 2021

  • Creative Studios – Allowed with up to 20 persons per facility
  • Entertainment Venues – Outdoor seated/non-seated entertainment capped at 300 people per space or 25% capacity (whichever is lessor).
  • Karaoke and Nightclubs – closed
  • Hospitality – Seated service only, Outdoor cap of 30 people, indoor 10 people per venue and DQ4

Phase B – 70% of 16+ fully vaccinated. Indicative date: October 26th, 2021

  • Creative Studios – Fully vaccinated: Indoors DQ4 and 30 cap, outdoors DQ2 and 100 cap
  • Entertainment Venues – Fully vaccinated: Indoors 30 cap per space, outdoors DQ2 and 300 cap per space.
  • Karaoke and Nightclubs – Seated service only. Fully vaccinated: Indoors DQ4 and 30 cap, outdoors DQ2 and 100 cap
  • Hospitality – Seated service only. Fully vaccinated: Indoors DQ4 and 30 cap, outdoors DQ2 and 100 cap.

Phase C – 80% of 16+ fully vaccinated. Indicative date: November 5th, 2021

  • Creative Studios – Fully vaccinated: Indoors DQ4 and 150 cap, outdoors DQ2 and 500 cap
  • Entertainment Venues – Seated indoor and non-seated indoor entertainment venues: Fully vaccinated: Indoors DQ4 and 150 cap per space. Outdoor seated entertainment: Fully vaccinated: Lesser of 25% or 5000 per venue, indoor spaces DQ4 and 150 cap. Significant venues to be considered for larger crowds.
  • Karaoke and Nightclubs – Seated service only. Fully vaccinated: Indoors DQ4 and 150 cap, outdoors DQ2 and 500 cap.
  • Hospitality – Seated service only. Small venues: up to 25 people if fully vaccinated before DQ applies. Fully vaccinated: Indoors DQ4 and 150 cap, outdoors DQ2 and 500 cap.
METROPOLITAN MELBOURNE

  • Entertainment Venues – Closed. Up to five people can attend an entertainment venue to broadcast a performance.
  • Karaoke and Nightclubs – Closed
  • Hospitality – Open for take-away only

Phase B – 70% of 16+ fully vaccinated. Indicative date: October 26th, 2021

  • Creative Studios – Fully vaccinated: Outdoor only, DQ4, 50 cap
  • Entertainment Venues – Fully vaccinated: Outdoor only, DQ4, 50 cap.
  • Karaoke and Nightclubs – No change.
  • Hospitality – Seated service only. Fully vaccinated: Outdoor only, DQ4, 50 cap

Phase C – 80% of 16+ fully vaccinated. Indicative date: November 5th, 2021

  • Creative Studios – Fully vaccinated: Indoors DQ4 and 150 cap, outdoors DQ2 and 500 cap
  • Entertainment Venues – Seated indoor and non-seated indoor entertainment venues: Fully vaccinated: Indoors DQ4 and 150 cap per space.
